The DesignLights Consortium maintains the qualified products list that North American utility incentive programs are written against, Ontario's Save on Energy among them. A fixture that is not on the list is not eligible, however efficient it happens to be, because the programs are administered against the listing rather than against the specification sheet. For a retrofit of any size that listing is usually the difference between a project that pays back inside the budget cycle and one that does not.
