Wet vs Damp Location Ratings: What the Listing Actually Covers

A covered soffit and an open wall need different fixtures, and the listing on the box knows the difference. Here is how to tell damp from wet before you order.

The question comes up on every soffit, bathroom and deck order: is a damp-rated fixture good enough here, or does it need a wet rating? The answer is printed on the fixture, but it only helps if you know how the ratings map to real spaces. Here is what the listing covers and a quick method for matching it to the job.

What the listing actually covers

Every certified luminaire and fan carries a location rating as part of its UL, cUL, ULC or CSA listing. There are three levels.

  • Dry location. Normal conditioned interior space. Occasional humidity is fine, nothing more.
  • Damp location. Moisture in the air — condensation, humidity, occasional dripping — but shelter from direct contact with water.
  • Wet location. Direct exposure to water: rain, snow, splashing, spray, washdown, or contact with the ground.

The rating describes what the housing, gaskets, lens and wiring compartment are built to survive. Put a damp-rated fixture where water reaches it and it corrodes, fails early and can trip protection. It is also an installation an ESA inspector can fail, because the marking on the product does not match the conditions of use.

Spaces that count as damp

  • Covered soffits and porch ceilings sheltered from wind-blown rain
  • Bathrooms, outside the shower and tub spray zone
  • Unheated garages, covered carports and unconditioned storage
  • Covered patios with deep overhead protection
  • Cold rooms and basements where condensation forms

The common thread is moisture without direct water. A potlight in a well-covered soffit sees humidity and temperature swings, not rain, so damp-rated recessed lighting is typically acceptable there. The closer the fixture sits to the open edge of the overhang, the weaker that assumption gets.

Spaces that count as wet

  • Open exterior walls, posts and uncovered eaves
  • The ceiling directly over a shower or inside a tub enclosure
  • Ground-mounted, step and deck lighting
  • Anywhere that gets hosed down or pressure-washed

Shower ceilings catch people out. The room as a whole is a damp location, but the zone above the spray is wet, and a fixture there commonly must be marked suitable for wet locations, usually with a gasketed glass or polycarbonate lens. The same logic applies to a fan mounted over a shower: it needs a listing for that position, typically on a GFCI-protected circuit, so check the marking when choosing from bathroom fans. The exact spray-zone dimensions are code-derived and vary by edition, so confirm current requirements before rough-in.

IP ratings vs UL and ULC location ratings

Spec sheets often show both systems, and they are not interchangeable. An IP rating is an IEC enclosure test: the first digit scores protection against solids, the second against water. IP44 resists splashes, IP65 resists dust and jets of water, IP67 survives temporary immersion. It tells you how the enclosure performed in a lab.

A UL or ULC location rating is a North American certification of the whole product in its intended use, and it is what an ESA inspection looks for. A fixture with an impressive IP number but no recognized Canadian certification mark — cUL, cULus, CSA or cETL — is not approved equipment, whatever the enclosure test says. Use the IP rating as a secondary check on build quality. Use the certification mark and the marked location rating to decide whether the fixture can go in at all.

A quick method on site

  • Picture the water. If rain, spray, runoff or washdown can reach the fixture face, it is a wet location. If the fixture only ever sees humidity and condensation, damp is enough.
  • Check the shelter, not the room name. Outdoor does not automatically mean wet, and bathroom does not automatically mean damp. A deep soffit is damp; the fascia beside it is wet.
  • When in doubt, buy wet. A wet-rated fixture is always acceptable in a damp location. The reverse is never true.
  • Rate the whole assembly. The box, cover, gasket and connectors have to match the location, not just the luminaire. Outdoor receptacles commonly need weatherproof in-use covers and GFCI protection.

What to order. For exterior device and junction work, pick enclosures and in-use covers from weatherproof boxes and covers so the box matches the fixture rating. For ground-level, step and deck fixtures — all wet territory — start with landscape and deck LED lighting and confirm the wet-location marking on each spec sheet. If a specific spot could read either way, send the details through a quote request and spec it before the truck rolls.

Check before you install. This guide summarises common practice to help you specify parts. The Ontario Building Code, the Ontario Fire Code and the Canadian Electrical Code are the authority, they are revised periodically, and your local authority having jurisdiction can be stricter. Confirm current requirements and have the work done by a licensed electrician.

Common questions

Can I use a damp-rated potlight in a covered soffit?
Usually, yes. A soffit with meaningful overhead cover that shields the fixture from wind-blown rain is commonly treated as a damp location. If the fixture sits near the open edge of the overhang, treat the spot as wet and buy accordingly.
Does a shower ceiling need a wet-rated fixture?
In most cases, yes. The zone directly above a shower or tub is commonly treated as a wet location even though the rest of the bathroom is damp. Look for a fixture marked suitable for wet locations with a gasketed lens, and confirm the current spray-zone dimensions before you rough in.
Is an IP65 fixture automatically approved for wet locations in Ontario?
No. An IP rating is an IEC enclosure test and does not replace Canadian certification. For installation and ESA inspection the fixture needs a recognized mark such as cUL, cULus, CSA or cETL together with a marked wet-location rating; the IP number is only a secondary indicator of build quality.
Can I install a wet-rated fixture in a damp or dry location?
Yes. The ratings nest downward: wet-rated equipment is acceptable in damp and dry locations, and damp-rated equipment is acceptable in dry locations. When a job mixes exposures, ordering wet-rated throughout simplifies stock and removes guesswork on site.
